TTD President Testifies on Rail Supply Chain Issues

On behalf of the Transportation Trades Department, AFL-CIO (TTD), and our 37 affiliated unions, I thank Chairman Nehls and Ranking Member Payne for inviting me to testify before the Committee today on the current state of our rail supply chain. By way of background, among the many unions who affiliate with TTD, we proudly represent the totality of rail labor, whose members work on the front lines across the entire passenger and freight rail industry. That includes the rail workers directly engaged in freight transportation at railroads and ports who see first-hand the effects of a broken freight rail industry mired by self-inflicted service, safety, and staffing issues.

Freight rail is of vital importance to the U.S. economy, accounting for around 40 percent of long-distance ton-miles and hauling one-third of U.S. exports.[1] When freight shipping demand soared during the pandemic, the freight rail network’s service, staffing, and safety issues severely hamstrung the supply chain. The Class I railroads missed a massive economic opportunity to grow the system and become more competitive with other freight industries. By working collaboratively with government – and yes, the unions that represent their workers – to reform their current operating model, Class I railroads can improve service and safety; move more freight in a greener, more efficient way; and improve U.S. economic competitiveness. The status quo, however, is unsustainable.

TTD President Greg Regan Testifies At FRA Hearing In Support of Two-Person Crews

My name is Greg Regan and I am the President of the Transportation Trades Department, AFL-CIO (TTD). By way of background, TTD consists of 37 affiliate unions, representing millions of frontline workers across every mode and every sector of America’s transportation network. Our unions represent the totality of rail labor, including both passenger and freight rail workers, such as the engineers and conductors that drive and operate freight and passenger trains. I speak collectively on behalf of those 37 unions and their workers in this testimony.

TTD is pleased to co-endorse the Brotherhood of Locomotive Engineers and Trainmen (BLET) and SMART-Transportation Division (SMART-TD) testimony on this vital issue. BLET and SMART-TD are two of the 13 rail unions affiliated with TTD and TTD fully supports BLET and SMART-TD’s positions on crew size.

It is truly an honor to be asked to testify at Chairman DeFazio’s final full committee hearing. The Chairman has a proud and historic legacy of fighting for sound transportation policy, new investments in a modern transportation system and infrastructure that create good union jobs, and the strongest transportation and construction worker protections in our laws and regulations.

I speak today on behalf of 37 unions who collectively represent millions of frontline workers across every mode and every sector of America’s transportation network.

On behalf of the Transportation Trades Department, AFL-CIO (TTD) and our 37 affiliated unions, including the totality of rail labor, I first want to thank Chairman Oberman and the other Members of the Surface Transportation Board for the opportunity to speak before the Board today on the issues facing our freight rail network. The employees represented by TTD-affiliated unions are on the front lines of these challenges and have been sounding the alarm on the state of the freight rail industry for years. It is deeply unfortunate, but also completely predictable, that we would find ourselves here today. As both railroad employees and customers sit before you today to express a shared simple fact – that today’s freight rail network is simply not working for anyone other than railroad investors – we hope that the Board embraces this opportunity to effectuate positive change for rail employees, shippers, and the American public.
