TTD Urges Biden to Renominate Captain Moak to USPS Board of Governors

Dear President Biden,

On behalf of the Transportation Trades Department, AFL-CIO (TTD), I offer my strong support for Captain Donald L. Moak to serve another term on the Board of Governors of the United States Postal Service (USPS).

The USPS Board of Governors was established by Congress more than 50 years ago to direct the powers of the Postal Service, and to oversee its expenditures, practices, and long-range planning, and to set policies on all postal matters. As a labor federation representing workers in all modes of transportation, including the National Association of Letter Carriers (NALC), whose members drive the country’s largest federal fleet, TTD has a vested interest in ensuring the Board promotes the safety, security, and welfare of the Postal Service’s workers. Given Captain Moak’s current service on the Board and his long and distinguished career in union labor, we know he is more than qualified to be reappointed to serve a second term.

In 1998, Captain Moak joined the Air Line Pilots Association, International (ALPA), an affiliate union of TTD, as a Delta pilot. Through his proven skills in organizational leadership he rose to serve as president of ALPA, the world’s largest pilot union, from 2011 to 2014. Under his leadership, ALPA ratified 19 new contracts and successfully unionized JetBlue pilots. He built lasting relationships with Democrats and Republicans on Capitol Hill to advocate for strong aviation safety on behalf of ALPA’s members. Aware that airlines need to succeed financially for his members to have gainful employment, he was unafraid to seek out common ground with industry when it benefitted his members. During that time, he served on the AFL-CIO Executive Council and TTD’s Financial Oversight Committee. Prior to his civilian career, Captain Moak served several tours of duty as a Marine Corps and Navy fighter pilot.

Captain Moak’s experience in the public and private sector and firsthand labor perspective continue to be invaluable to an independent agency that employs more than 600,000 individuals. We know that Captain Moak will continue to bring his unique perspective, professionalism, and deep commitment to the mission of the USPS Board of Governors if he is reappointed to serve a second term.

For these reasons, we strongly support Captain Moak’s renomination to the Board of Governors of the United States Postal Service.
