On behalf of our affiliated unions representing hundreds of thousands of airline workers, the Transportation Trades Department, AFL-CIO (TTD) urges you to join the Congressional Labor Caucus’s letter to support workers at Delta Air Lines.
The letter urges Delta Air Lines’ leadership to pledge not to interfere in union organizing activities by adopting a neutrality agreement. Your support would send a clear signal that workers should have the right and ability to organize to form a union – rights that must be respected at Delta Air Lines. This neutrality agreement would free about 55,000 workers – from flight attendants and mechanics to ramp, cargo, and tower workers – from intimidation and allow them a pathway to join a union and collectively bargain if they wish.
As the nation’s largest transportation labor federation, TTD represents hundreds of thousands of workers who build, operate, and maintain our transportation network across the United States. We thank Members for their consideration of working people’s perspective in this matter and urge you to join the Congressional Labor Caucus in signing this letter.

Dear Mr. Bastian,
We are writing regarding continued efforts by Delta Air Lines employees, including flight attendants, fleet service workers, and technicians, to organize a union. We strongly encourage Delta to respect the rights of these workers by pledging to follow the law and not interfere in any union organizing activities or engage in intimidation, retaliation, or other forms of illegal interference through the adoption of a neutrality agreement.
Delta employees first initiated a coordinated campaign to organize a union starting in November 2022. Our February 12, 2024, letter called on Delta Air Lines to respect these workers’ collective bargaining rights and commit to a fair, neutral process after learning of threats and other anti-union actions taken against organizing workers. Since then, we have continued to receive troubling reports from constituents and organizers of ongoing union-busting tactics and retaliatory actions against workers exercising their right to seek representation with a union. We are deeply disappointed to hear reports that Delta Air Lines continues to engage in this anti-worker behavior.
As you are aware, under the Railway Labor Act (RLA), Delta has a responsibility to not “interfere…influence or coerce” its employees in their choice of representative. We want to reiterate that we strongly believe a commitment to neutrality follows the spirit and intent of the law, and we believe this agreement is the absolute minimum standard Delta must meet to comply with the RLA.
All workers should have the choice to join a union, should they choose to form one, without interference. It is long past time to commit to a free and fair process that does not threaten the hard-earned benefits and employment of workers who engage in organizing activity – especially those tasked with ensuring travelers arrive at their destination safely every single day.
We strongly urge Delta to adopt a neutrality agreement which would provide Delta employees space to determine their representation in the workplace. Further, should these workers choose to form a union, we encourage both groups to negotiate in good faith to produce a contract that best serves all parties. We will continue to monitor this situation closely.
