On behalf of our affiliated unions representing hundreds of thousands of airline workers, the Transportation Trades Department, AFL-CIO (TTD) urges you to join Congresswoman Alma Adams’ letter to support workers at Piedmont Airlines.
The letter urges the CEO of Piedmont Airlines to negotiate in good faith with the Communications Workers of America (CWA) and find a fair resolution with ongoing contract negotiations for Piedmont’s passenger service agents. These agents have been working without a fair contract for two years, without pay increases, updates to benefits, and other essential protections. As you may know, employees working at airport ramps and gates face numerous risks every day, including ergonomic injuries, exposure to extreme temperatures, and close proximity to coworkers and the flying public.
As the nation’s largest transportation labor federation, TTD represents hundreds of thousands of workers who build, operate, and maintain our transportation network across the United States. We thank Members for their consideration of working people’s perspective on this matter and urge you to join Congresswoman Adams’ letter in support of Piedmont employees and their efforts.

Dear Mr. Morgan:
We are writing to urge Piedmont Airlines to negotiate in good faith to ensure a timely and fair resolution in the company’s ongoing contract negotiations with its passenger service agents. Given concerns we have heard from constituents, and the wide-reaching impact of a potential work stoppage at Piedmont Airlines, including for the constituents that we represent, it is important that Piedmont Airlines commit to reaching an agreement in these negotiations.
As you know, the Railway Labor Act makes clear that it shall be the duty of all parties to settle contractual disputes “with all expedition.”[1] We understand that contract negotiations at Piedmont Airlines between passenger service agents and the company have been ongoing since 2023, and that outstanding issues include economics and safety standards. Of course, we also note that passenger service agents have not received a raise during this time, dating back to November 2023.
Like employees of other airlines, Piedmont passenger service agents face many dangers on the job, which have resulted in injuries and even the deaths of Piedmont employees.[2] In fact, the Occupational Safety and Health Administration found that Piedmont’s lack of effective training and clear communication resulted in the preventable death in 2022 of one of your employees.[3] That specific incident was cited as a reason for a provision ultimately included in last year’s FAA reauthorization bill directing the FAA to improve ramp safety standards.[4]
Failure to reach an agreement in these negotiations and a subsequent work stoppage at Piedmont would surely have an impact on congressional districts and constituents across the country. Piedmont Airlines operated nearly 120,000 flights in 2024, and its passenger service agents are essential to the safe operation of these flights.[5]
Accordingly, we urge Piedmont Airlines to bargain in good faith in accordance with the Railway Labor Act and to work expeditiously to ensure a timely and fair resolution of its contract negotiations with passenger service agents.
