Transportation Grants Near Fiscal Cliff in Highway Bill Lapse

Labor groups — including the Transportation Trades Department of the AFL-CIO and the International Brotherhood of Teamsters — also expressed support for the idea in a July 23 letter that specifically named support for programs within “Division J” of the 2021 law.


Division J includes grants through the Better Utilizing Investments to Leverage Development program and others that support roads, rail, bridges, ports, railroads, ferries, airports, and other infrastructure. “Freight infrastructure improvements made through Division J programs are economic multipliers — they spur job growth in the immediacy through the design and construction phases, and in the long term by improving transportation options and costs for manufacturers and farmers,” Elaine Nessle, executive director of the Coalition for America’s Gateways & Trade Corridors, said in a statement. “Mode by mode, sector by sector, these programs support jobs and economic vitality across the country.”
