WASHINGTON, D.C. — Today, more than 20 national organizations, including industry trade associations and labor unions, formed the Move America Coalition—a broad alliance committed to securing timely reauthorization of federal surface transportation programs and advancing long-term investment in America’s infrastructure.
The bipartisan surface transportation law expires in September 2026. Without prompt action from Congress, states and localities face uncertainty that could delay or disrupt critical projects essential to mobility, supply chain resilience, and economic growth nationwide.
“America’s economy depends on moving people and goods safely and efficiently,” said Neil Bradley, Executive Vice President and Chief Policy Officer at the U.S. Chamber of Commerce. “When our transportation systems work, people can get to work, goods reach the shelves, and communities thrive. But without Congressional action this coming year, stalled projects, higher costs, and strained supply chains will create widespread uncertainty. That’s why the Move America Coalition is bringing together the designers, builders, and users of our transportation network to urge the decisive action needed to keep America moving and support long-term economic growth.”
The coalition will advocate to:
- Maintain and guarantee highway and transit funding at or above IIJA levels;
- Stabilize the Highway Trust Fund and propose solutions that maintain a user-based, predictable funding strategy;
- Modernize the project delivery and permitting processes; and
- Enhance the safety, efficiency, and reliability of our transportation network.
The coalition brings together organizations from across the transportation and infrastructure landscape—including engineering, construction, equipment manufacturing, trucking, freight, logistics, public transit, cities and counties, and labor unions. Together, these partners represent the workforce, industries, and communities that depend on a safe, modern, and reliable transportation network.
“As a founding member of the Move America Coalition, the American Trucking Associations looks forward to working with our coalition partners, Congress, and the Administration to advance surface transportation policy that ensures the long-term future of the federal-aid highway program,” said Darrin Roth, Vice President of Highway Policy at the American Trucking Associations. “Trucks moved more than 11 billion tons of freight in 2024 and are expected to haul around 14 billion tons by 2035, requiring a significant federal investment to ensure that highways are properly maintained and designed to accommodate the safe and efficient movement of all vehicles.”
“As America’s largest transportation labor federation, we have long advocated for robust federal investment to repair, modernize, and improve our transportation infrastructure and systems. As a member of this coalition, we’re committed to strong labor standards, championing funding at or above levels in the Bipartisan Infrastructure Law, and safety improvements in the upcoming Surface Transportation Reauthorization bill,” said Greg Regan, President of the AFL-CIO Transportation Trades Department (TTD). TTD is a federation of 40 labor unions across all modes of transportation.

As the voice representing stakeholders from across the travel ecosystem, U.S. Travel will work with the coalition to advance policies that keep Americans moving safely and efficiently.”

Downey, General President of the International Union of Operating Engineers. “Members of the International Union of Operating Engineers stand ready to build the next generation of roads, tunnels, bridges, and transportation networks. This coalition reflects something we do not see enough of in Washington – a broad, bipartisan group that agrees that our country’s infrastructure is essential to our competitiveness. The IUOE is proud to join with the Moving America Coalition in urging Congress to increase current funding levels for American infrastructure, stabilize the Highway Trust Fund and streamline our current permitting and delivery processes.”
